Currently the list of Course ambassadors for a course is managed by Udisc. There should be some central management built in with either whoever submits the course or a main course ambassador admin. At the course I volunteer at, we have people who have keys who are not course ambassadors simply because they were denied by Udisc, and also we have course ambassadors we don’t even know because they just applied randomly. Having Udsic manage course ambassadors should be the exception, not the rule.
